Objectives The course is dedicated, with particular reference to Plans, Programs and Projects for the Environment, the City and the Territory, to the description, understanding and application on a case study, particular attention will be given to the Urban Agenda of the Port City of Gioia Tauro, Rosarno and San Ferdinando and to the strategic directions for the sustainable urban development of the Calabrian cities.
On the basis of the synthetic assessments and the cognitive framework of both the QTRP and the Structural Plans (in force for Gioia Tauro and in itinere for Rosarno and San Ferdinando) and on the basis of a survey of the most significant experiences in planning port space in the Mediterranean area (Spain, France) three thematic areas have been identified, which outline the concept of quality, with respect to which some methodological guidelines are formulated:
Quality of relationship spaces:
- qualify the free land-sea interface spaces for public use in relation activities, guaranteeing pedestrian and cycle accessibility and an adequate range of services and equipment;
- designing service equipment taking into account the need to protect the visual relationship with the sea as an element of significant landscape value of the coastal area;
- ensure the different methods of access to the port by identifying the necessary interchange points for a better rationalization of the different traffic flows: from and to the port, of local urban crossing, of connection with the supra-municipal road network.
Quality of functional spaces:
- to favor the presence of a balanced mix of functions inside and outside the port area in order to guarantee the satisfaction of a plurality of needs.
Architectural and urban quality of the interventions:
- the planning / planning of the areas affected by the Urban Agenda interventions must aim at ensuring a balance between properly urban planning (spaces on the ground and in contact with the city) and port infrastructure structures (water mirror, docks, piers, building sites, storage;
- the design of the interventions must take into account the specific features of the site, relating to its historical, settlement and environmental characteristics;
- to favor interventions for the recovery and reuse of the real estate recognized as evidence of the history of the places before proceeding with the occupation of new land.
From the Regional Territorial Plan to the Regional Territorial Framework (QTRP), the Provincial Plan of the Province of Reggio Calabria, (PTCP) to the studies and proposals for the Metropolitan Area of the Strait, the Transportation Plan, the Area Contract and the Pact Territorial, and then again to the PIT, and to the ROP there is no instrument of territorial planning or economic planning that does not assign to Gioia Tauro and to the surrounding Piana system a primary role for the development of the whole of Calabria besides taking also into account its position barycentric area in the Mediterranean area.
And yet, despite this indisputable role linked mainly to the presence of the Port and to a behind productive system full of potential, as well as to the strategic position of centrality both in respect of the Region and the Mediterranean, Gioia Tauro as a whole of city and port, continues to characterize itself as a flywheel for the economic and social recovery of the Piana and Calabria.
The settlement system of the Port City is configured with the three main centers of Gioia Tauro, Rosarno and San Ferdinando, around which suburbs are born, which despite being a vital part of the city, are configured as weak areas with problems of an economic, social, urban structure and construction, mobility and quality of life. The suburbs are today affected by serious problems of social marginalization and urban and building degradation related to their location, the lack and quality of open spaces and collective facilities.
The area has for years become the first point of access for migrants and refugees in the host community. A coordinated integration policy at regional and national level would therefore be the cornerstone of effective urban development. Offering quality services, infrastructures and opportunities, the area would have the possibility of creating an integration of migrants and refugees within the long-term urban fabric. However, the development of integration and mutual trust are difficult, complex and long-lasting processes. If integration within the urban fabric is not managed properly, it risks failing to meet basic needs, leading to the exclusion of migrants and refugees from the labor market, housing, health and education services. Under these conditions, social cohesion is put to the test. For these reasons, the suburbs represent an interesting laboratory for the experimentation of policies aimed at creating new territorial and social balances and new relationships between local actors and operators. The emergence of the suburbs, however, has favored the marginalization of urban centers, creating abandoned neighborhoods that have become the cause of severe building, economic and social decay.
A further problem can be found in the fact that the urban planning instruments existing in the municipalities of Gioia Tauro, San Ferdinando and Rosarno, only partially adapted to the Regional Urbanistic Law n. 19 of 2002 and subsequent modifications, the port resource is not evaluated in terms of development. Often the significant presence, also in terms of occupied area, of the port has as its sole element of connection with the territory the perimeter of industrial areas and the provision of municipal roads, which, in large part subordinated to national and regional investments, are slow to be realized.
In particular, through the planned adaptation of the railway line, the link with A3, the construction of intermodal structures between the city and the territory and the construction of the underground line (which should also recover a disused Calabro Lucane railway line, connecting the areas hilly) the problems of mobility are, in general terms, dealt with, but, at present, only partially realized, especially as regards the large structures; the Salerno - Reggio Calabria motorway, the railway and the interport, provided inside the container port.
The weakness of the infrastructural, local economic structures and the alternating events of the port economies, more exposed to the recurrent international economic crises, thus create a negative spiral on which the criminal mafia activity proliferates. The problems present are therefore relevant; badly governed locally, even for the mentioned problems of mafia interference, they are also little known, at least not in their actual consistency, at the national level.
Between local planning and the port plan there is little permeability: two instruments that coexist but do not contaminate each other; the latter, in fact, in addition to providing for the expansion of the quays, and the strengthening of port facilities as a whole, locates a gasifier and a waste-to-energy plant, in an industrial area adjacent to the areas of citrus and olive production, present in the surrounding area.
At the local level, on the other hand, the structures aimed at attracting users periodically present in the port, through recreational, receptive and cultural facilities, are scarce or non-existent.
Finally, a particularly significant theme is represented by the buildings confiscated from organized crime which, in the three municipalities, have a certain importance both in terms of numbers and in terms of size.

- management of natural and cultural heritage;
- actions for sustainable urban development in the European Union;
- the territorial effects of regional policies;
- policies for urban areas;
- the 2014-2020 programming of the European Regional Development Fund;
- sustainable urban development and competitiveness and attractiveness of cities.
Programme During the course of the course there will be an exercise, in the inter-communal territory of Gioia Tauro, Rosarno and San Ferdinando, aimed at developing a model of Integrated Territorial Planning Agreement under the double profile of the analysis and evaluation of the Knowledge Framework of the territory , environment and urban areas and the preparation, through a unique methodology, of planning and programming tools such as, for example, the Area Program.Will be the subject of study and research in the tutorial the following subject areas:
- Networking and Mobility.
- Dies and manufacturing facilities.
- Environment and urban areas.
- Culture: identity, quality of life, urban decor, art, architecture and archeology.
- Enhancement of the tourist coastal areas, foothill and mountain areas in terms of environmental protection and environmental balance, the use of economic and social resources, defense and enhancement of a great cultural heritage and landscape.
- Designing a system ecomuseale as an expression of the culture of an area considered as a whole and tool for his recovery, revitalization and promotion that has the center of his plan people and local communities, closely linked to local development.
- Design of governance actions and cooperation to develop initiatives for the enhancement of tourism and environmental and cultural inter-connected to the territory, in particular, with the chance to experience By design, forms of integration policies for local development and programming tools relatively to use natural and environmental qualification of accommodation and the development of natural resources.
The course is divided into Theme Sections:
- The Framework of the environmental system.
- The computerized maps relating to land-use planning, landscape and urban planning.
- The processing specialist: the documentation required for risk assessment.
- The report on the status of the territory.
- The documentation on the state of the environment (ZPS, SIC, Potentially, etc.):
- Classification of CTR 1: 5,000.
- System of settlements and infrastructure.
- Soil protection.
- System landscape and environment.
- Ecological Network.
- System of landscape and environmental constraints.
- Units of landscape.
- Classification of Sites of Community Interest.
Constitute the reference methodological basis of the process of formation of the instruments of government of the territory and in particular for the purpose and content of the Plan and for the definition of interventions, Plans and Programs sectoral level and exclusive jurisdiction of the Region and the Province such as, in particular, those referred to below:
- Framework for Regional Territorial landscape value;
- Hydrogeological Plan;
- Other plans and programs of the sector at the regional and provincial levels.

- A - historical centers of ancient formation

- D - industrial zones and craft
- E - agricultural areas
- F - areas intended to services and equipment
- Core historical and cultural heritage in urban areas.
- The capital resources in suburban area.
- The resource water.
- The coastal areas.
- The soil resource and its territorial.
- Protected areas: the Sites of Community Interest.
- The cultural landscape and the historic landscape.
- The transformations of the landscape before and after the “Latifondo” and Agrarian Reform.
